Public Debt Management is the process of establishing and executing a strategy for managing agovernments’ debt in order to raise the required amount of funding, achieve its risk and cost objectives, and to meet any other debt management goals that a government may have set, such as developing and maintaining an efficient market for government securities.

 

The AICD Public Debt Management course provides an overview of public debt management by explaining concepts, avoiding mathematics and using simple illustrations and country examples.

The course is aimed at all central bank staff,  debt officers, managers, directors, principle secretaries, and practitioners of finance in different parts of the world and those seeking to acquire specialized knowledge of Public debt management

1.   INTRODUCTION

The Commonwealth Secretariat’s capacity building programme in debt management in its member countries has developed and continuously maintains a suite of debt management software comprising the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS). The CS-DRMS software is utilised in more than 60 countries around the world and is primarily used to record and manage loans and securities contracted by the general government (www.csdrms.org).

 

The turmoil that has swept across the world’s economies since 2007 has shown in stark terms the fragility of the global financial architecture and how so many things can go wrong so quickly. A debt crisis that began in the banking sector quickly manifested itself as a sovereign debt crisis. The rapid pace of globalization and economic liberalization means that no country – big or small, developing, developed or emerging economy – is insulated entirely from the vagaries of the crisis. Characterized by sharply increased borrowing costs, credit rating downgrades and bailout packages the crisis has reinforced the importance for prudent sovereign debt management for countries’ financial and economic well-being.

2.   AICD DEBT MANAGEMENT SERVICE TO GOVERNMENTS

 

Training improves skills and knowledge in technical areas as well as in management and leadership. We build knowledge, understanding and skills through on-the-job training. We design and deliver specific training courses at the request of governments and institutions and run our own scheduled open courses.

The AICD CS-DRMS Expert will assist training and implementation of CS-DRMS for managing domestic debt at the debt management office in Africa as follows: –

  1. Provide formal training to officials on managing domestic debt using CS-DRMS. This would be the English version of CS-DRMS
  2. Assist officials in the interpretation of debt instruments and compilation of transactional domestic debt data for recording in CS-DRMS;
  3. Support officials in recording domestic debt instruments and transactions and reconciling these instruments against statements and relevant records;
  4. Deliver on-the-job training and handholding on the various functions (recording and reporting) of CS-DRMS to the officials in the Debt Management Office of Africa;
  5. Identify reports in CS-DRMS for domestic debt reporting and train officials on their use;
  6. Prepare a guidance document (in English) for the Debt Management Office on how staff should effectively use CS-DRMS going forward for keeping the database up-to-date and reconciled. This is not intended to be a procedures manual, only a high-level guide. This document should be submitted within one week of the assignment.
