LAW ENFORCEMENT AND ADMINISTRATION

  1. COURSE OVERVIEW

In the Law Enforcement Administration Professional Certificate, officers in the field will benefit from an interdisciplinary approach to law enforcement leadership that combines the disciplines of criminal justice, leadership, communication, public policy and administration, and psychology. Learners will receive the foundation necessary to operate in supervisory and leadership positions within law enforcement. This approach also provides learners with the opportunity to understand, evaluate, and practically apply knowledge and skills for greater impact on police agencies and communities throughout their careers.

Designed to empower participants with skills in strategic leadership, conflict resolution, and management, this Professional Certificate will also help officers:

  • Demonstrate strategic leadership, conflict resolution, and management skills.
  • Demonstrate knowledge of policies and practices related to contemporary issues challenging the criminal justice system.
  • Design community-based crime-reduction initiatives using partnerships and shared power.
  • Demonstrate the ability to apply legal and ethical principles to the law enforcement profession.
  • Develop a community-based law enforcement plan to address a community problem.

  • You must be an active sworn law enforcement officer with a minimum of three years of work experience.

 

  1. COURSE OUTLINE
  • Module  1 : Emotional Intelligence

In this course, learners examine how communication with a clear objective informed by proper emotional intelligence concepts is a necessary life-saving technique for law enforcement professionals working within the community and across the organization. Learners gather background information about a law enforcement policy and use decision-making and critical thinking skills to create a clear, concise communication. They broaden their ability to write for a specific purpose and a highly defined audience as they incorporate criminal justice principles and practices into a video presentation created to convey a law enforcement policy to a variety of diverse public audiences.

 

  • Module 2: Strategic Interviewing Techniques

In this course, learners explore an invaluable tool in law enforcement–the interview. Whether it be with a person of interest or a job candidate, the effective questioning techniques explored throughout this course can help law enforcement professionals learn to share and obtain the valuable information they need to be effective in their careers. They practice the art of the interview process by conducting an interview of their choice, and then critique the outcome of that interview through the lens of emotional intelligence.

 

  • Module 3: Issues in Law Enforcement

In this course, learners examine events that have significantly changed how the legal system interprets the U.S. Constitution and policy changes. They learn how social and historical changes have shifted perspectives and sparked debates on expanding the rights of government versus safeguarding personal civil rights and civil liberties. This course includes an assessment of contemporary articles and examination of Supreme Court cases. It will also give learners the opportunity to reflect on and potentially broaden their own opinions and perspectives on current criminal justice affairs; challenges their cities face with contemporary criminal justice policies or procedures; and issues of law enforcement, public perception, policy development, and ethics.

 

  • Module 4: Strategic Policing 

Every law enforcement organization requires leaders to guide the organization, collaborate with other government and professional leaders, strategically solve challenges, and manage the policing processes that officers carry out while serving the community. Throughout this course, learners engage in a study of the changing strategic context of criminal justice leadership. As a result, they will understand the strategic context for stakeholder relations needed while resolving issues in criminal justice. They also engage in readings and practical assignments that emphasize leadership in a time of unprecedented and unpredictable change. Learners explore these concepts further through an evaluation of the policing method known as problem-oriented policing (POP).

 

  • Module 5 : Community Engagement

Effective law enforcement is a collaborative effort among law enforcement professionals and the public. Each party has a stake in positive community engagement and partnership with each other. In this course, learners examine the importance of collaboration, partnership, and networking both across law enforcement agencies and within the communities they serve. They also learn how these practices contribute to reducing crime and improving police-community relations in the development of a crime reduction plan.

 

  • Module 6: Law Enforcement Management and Organizational Structure

There is a diverse assortment of issues and challenges involved in enforcing laws and protecting the public, for which a wide array of agencies share responsibility in addressing. In this course, learners explore the development and evolution of law enforcement in the United States. They also examine the roles and responsibilities of law enforcement professionals and how they navigate the organizational structure within their department and across various related agencies. Learners examine the training process through the development of training materials on how to apply policing strategies.

 

  • Module 7: The Use of Power in Law Enforcement

Law enforcement professionals have many tools at their disposal when enforcing the law, maintaining order, and solving crimes. However, not every tool applies to every circumstance. In this course, learners examine the use of power, force, discretion, and deception. They also examine the role of ethics when applying these techniques and the necessity to control their application. Learners engage in practical exercises to explore long-standing, contemporary, and future law enforcement issues and challenges.

 

  • Module 8: Community Approaches to Social Problems and Law Enforcement

Community policing is a multidisciplinary, coordinated strategy to improve law enforcement effectiveness, and it is the lens through which learners examine community approaches to social problems and criminal justice. They also explore how the community-based approach to policing builds community trust, effects cultural change in a department, and tackles social and law enforcement problems. Learners explore how the development and use of a community policing plan can effect social change in a community.
